Ventura County Public Works Official Charged With Conflict Of Interest

Friday July 12, 2019

The Ventura County District Attorney's Office has filed four counts of misdemeanor conflict of interest against an official with the Ventura County Public Works Agency.

Prosecutors say that in December of 2014, 59-year-old Raymond Gutierrez Jr. was Manager of the Development and Inspection Services Division of the county's Public Works Agency.

They allege that Gutierrez was also a licensed real estate broker who acted as the agent for both the buyer and seller of a property in Ventura County.

The DA says in that capacity, Gutierrez received $17,000 from the purchaser, a local developer.

The accusation from prosecutors is that during the 12 months following that payment, Gutierrez, acting in his position with the public works agency, approved grading permits for the developer's projects, including the one in which he brokered the sale.

Gutierrez's arraignment on the misdemeanor charges was postponed until August 20th.
